March 11, 2005

WIRRAL Council and Fujitsu Services, one of Europe's leading IT management services companies, have announced a seven-year contract which will help transform the way Wirral provides services.

The partnership is designed to put the customer at the heart of everything the Council does by using new advances in communication technology to improve the way staff work, and deliver improved servicesfaster and more effectively.

Wirral's 1Business Programme, as the initiative has been named, will be carried out in partnership with appointed partner Fujitsu Services Limited, which already has a proven track record with similar localauthority projects around the UK.

Welcoming the new initiative, Steve Maddox, the Metropolitan Borough of Wirral's Chief Executive, said the Authority looked forward to working with Fujitsu: "This is a fantastic opportunity with enormous potential forcustomer service."

"We have been streamlining and modernising our organisation, and the signing of this agreement marks the start of an exciting new phase in our plans, which will see us harnessing new technologies to deliver our services more efficiently," he added.

The first phase of the project is due to start early this year and involves the implementation of a Customer Relationship Management (CRM) system which will allow staff to 'pool' data, and respond to the full range of customer needs quicker and more effectively.

The second and third phases of the project will respectively involve the replacement of back office systems, which deal with specialised technical areas and processes used by Council staff such as payroll and financial management, and knowledge management, dealing with how the council handles handle documents and internal data.

Gary Dodson, public sector director, Fujitsu Services, said: "This is an exciting time for both Fujitsu and Wirral. Fujitsu's local government solutions are developed in conjunction with customers to provide best practice to deliver real value and we will be working closely with Wirral to drive sustainable change within the organisation. By embracing new processes across the board, the Council will be able to deliver customer focused services and increased efficiency," he added.

A programme team has been set up within the Council and will be working with technical experts from Fujitsu to ensure the smoothimplementation of the new systems.

Wirral is already championing new initiatives to introduce electronic facilities to more people and to make new technology more accessible to all; every library in Wirral, for example, now has a computer suite, withtraining available on computers and the internet.

Recent improvements in service delivery have also included:

  • One Stop Shops: Wirral currently has eight of these 'new generation'customer contact centres. They are located at the heart of localcommunities and bring council services together under one roof.
  • A Council Call Centre: Based in the Cheshire Lines building, Birkenhead, it connects the customer to help and advice from the following teams:
  • Benefits and Revenues, (for advice on housing benefits, council tax, etc)
  • Social Services
  • Streetscene, (for anything to do with roads and pavements, includingroad safety, street lighting, recycling and bin collection).
  • Wirral Council's main switchboard.
