AI in defence: the urgent need for a ‘theory of winning’

In the realm of defence, the difference between days, weeks and months can have a huge impact on operations. This is especially pertinent with the time it takes defence organisations, like the Royal Navy, to deploy properly trained personnel.

This is why the Team Fisher consortium was established in 2021. The consortium’s mission is to streamline and modernise training processes by incorporating digital learning tools, simulation technologies and more efficient accreditation systems. Harnessing these advanced methods has allowed Team Fisher to achieve the Royal Navy’s goal – accelerating the deployment of well-trained naval personnel to frontline operations.

A consortium of innovative collaboration

The consortium unites several key organisations, each with its areas of expertise. Fujitsu plays a significant role in modernising the Royal Navy’s information and communications technology infrastructure. While Capita, Raytheon, and the University of Lincoln focus on areas such as simulation technology and training course modernisation.

Team Fisher’s success is built on a dedicated approach to collaboration, and a shared commitment to openness, accountability and adaptability. For example, openness is something every member champions across all communication channels. It’s ensuring we all share ideas freely to drive our innovative thinking and problem-solving forward.

Team Fisher empowers everyone to lead

Leaders can arise from anywhere, but it’s only possible if you create an environment where it can happen. One of the flagship initiatives within Team Fisher is the "Leaders of Leaders" programme. It’s designed to promote a collaborative leadership culture at every level of the consortium and foster valuable skills like adaptability, empathy and accountability. This has helped to establish a cohesive working environment where every team member is empowered to lead within their respective roles. The positive effects have cascaded down from senior executives to ground-level staff, ensuring everyone is promoting unity and aligned in their approach.

Continuous improvement and adaptability

Team Fisher is defined by a shared philosophy where we understand the value of continuous improvement. That’s why we hold regular workshops with partners from all consortium members to discuss and reflect on ongoing operations. It allows us to refine and enhance every process, ensuring we can meet the evolving – and often challenging – needs of defence organisations like the Royal Navy. For example, our "Change Improvement Workshops" have identified bottlenecks in the training process, improving turnaround times and inter-partner collaboration.

From improved communication strategies to structured leadership frameworks, Team Fisher’s collaborative approach has provided its members with actionable learnings too. At Fujitsu, we’ve adopted the Defence Charter, a set of principles that emphasise collaboration, such as empathy, openness and engagement. These values are now an integral part of Fujitsu’s approach across other defence projects.

What we’ve learned about collaboration

In a consortium like Team Fisher, staying open minded to new ideas and approaches is crucial for innovation and success. Each member has its own unique challenges and ways of working, so being open minded about that will spark true collaboration. Of course, it also requires a degree of flexibility, especially when working around outside processes, just like when we replaced the Royal Navy’s firewalls under tight constraints.

In the pursuit of innovation, it’s inevitable that complex, multi-organisation collaborations won’t always go to plan. Team Fisher’s focus on continuous improvement ensures we always take valuable learnings from unsuccessful outcomes. In turn, we apply these learnings to future projects, further strengthening the power and potential of Team Fisher’s innovative work.
