Outsourced support for Staffordshire county council

Support of one of the largest SAP implementations in UK Local Government

July 03, 2006

Fujitsu Services has been awarded a SAP basis support contract by Staffordshire County Council, underpinning a number of key services offered to local citizens such as tax enquiries and other related financial matters. As a result of the contract, Staffordshire is set to benefit from being able to re-allocate staff to other areas of the Council and so improve its citizens’ service experience. Staffordshire has one of the largest SAP implementations in UK Local Government being the seventh largest council in the UK with 800,000 citizens and managing numerous partner organisations.

Fujitsu will ensure that the system operates efficiently so that Staffordshire’s staff are able to offer a consistently high level of service to citizens. In addition to maintaining system availability for citizen enquiries by council staff Fujitsu’s support will ensure the system manages all internal processes, such as payroll and procurement. The importance of these processes is highlighted by Staffordshire County Council’s commitment to managing the payroll for nine partner organisations, including Staffordshire Fire Service and Staffordshire Police, reaching £780m per annum for 70,000 people.

In total Fujitsu Services will be helping to underpin approximately £1.7bn in payments throughout each year from the management of finances such as rates and other procurement activities through partners. Arm Thandi, head of strategy, for Staffordshire County Council said, “We are constantly looking at ways of improving our service to citizens.

With this in mind, it was important for us to select a partner that could not only meet our initial requirements but fulfil future project needs. We view Fujitsu as a long term partner that can help us make a real difference as we endeavour to transform the council’s services.”

The implementation of new financial payment methods and HR processes for the county was the key reason for moving to the SAP infrastructure in late 2004. Having bedded this down sufficiently Staffordshire is now able to move into other areas making more use out of the initial investment through the support, backup, knowledge and expertise of Fujitsu.

Chris Robinson, deputy corporate director for information, at Staffordshire County Council said, “Fully exploiting the investment the Council has made in SAP by driving through efficiencies and joined up processes is a core element of our business strategy. Working closely with key partners such as Fujitsu is one way we can unlock the value in our IT assets.”

Peter Hutchinson, managing director, public sector, Fujitsu Services said, “Not only are we able to save Staffordshire County Council money and enable the redeployment of staff, we shall ultimately improve and upgrade the services being provided to citizens. This is key to what we at Fujitsu are striving for, to be seen not just as a supplier but as an integral part of the council, helping them modernise and achieve their local objectives.”
