Victoria’s prosperity depends on a secure water supply for its homes, farms, environment and industry. The Department of Sustainability and Environment (DSE) is the leading State Government agency for the sustainable management of water resources and catchments across the state, including climate change, bushfire prevention, parks and other public lands, forests as well as biodiversity and ecosystem conservation.

A water share is a reservation for a percentage of the controlled allocations of water from a water source (e.g. river or dam). Water shares are bought and sold like shares on the stock market. Rather than trading in shares of a company, you are trading a share in the allocation of water from a water source. Owning water shares does not allow you to use your allocation of water, unless you have a separate water usage permit.

Managing this complex system presented DSE with a huge challenge. In northern Victoria alone, approximately 35,000 water shares with a market value of over $4 billion, plus around 18,000 delivery shares and 23,000 water-use licences have been created. In southern Victoria, some 3,200 water shares, plus around 1,500 delivery shares and 1,800 water-use licences have been created. All shares are housed on the Victorian Water Register - Fujitsu Australia’s solution, based on Microsoft Dynamics AX software.
