White paper on a framework for ensuring data trustworthiness published with Fraunhofer ISST
March 26, 2025
JapaneseIn recent years, data trustworthiness has become increasingly critical with the growing prevalence of third-party data usage. Untrusted data poses significant risks to safety, security, and profitability, especially in critical decision-making processes.
Fujitsu and the German research institute Fraunhofer ISST have jointly published a white paper, "Levels of Assurance for Data Trustworthiness (Data LoA)," on a framework for ensuring data trustworthiness to address the risks faced by data users. This white paper describes the Data LoA concept, actors and value drivers of the framework, use case scenarios, and action plans for implementation.

Data LoA applies the concept of Levels of Assurance in identity verification and is assessed based on risks associated with data use. The LoA level is selected based on relevant technologies and required mitigations. The Data LoA framework involves three key actors: Data Providers, who claim a certain level of trustworthiness for their data; Assurance Providers, who independently audit and certify the trustworthiness claims made by the Data Providers; and Data Consumers, who assess these provided data assurances to determine whether to use a data asset.
The framework aims to integrate existing data assurance approaches to create an interoperable system that can be applied across diverse industries. Through this principled approach, the Data LoA is expected to facilitate the proliferation of trustworthy data sharing and support efforts such as emissions tracking and trustworthy AI development.
