China Electronic Commerce Association Becomes First in China to Deploy PalmSecure

- Robust security using PC mouse model of PalmSecure palm vein biometric authentication device -

Fujitsu Limited

Tokyo, April 18, 2008

Fujitsu Limited today announced that its PalmSecure PC mouse equipped with a palm vein biometric sensor has been deployed by the China Electronic Commerce Association (CECA), a government-backed organization that rates the trustworthiness of electronic transactions carried out by Chinese companies. The CECA is using the PalmSecure PC mouse as the login mechanism for its employees to gain access to their computers, ensuring that for each PC, only users who have previously registered their biometric palm vein data can log into it, greatly increasing the organization's information security.

This is the first deployment of palm vein biometric authentication devices in China.

Electronic transactions—including online banking, business transactions, and financial services—have quickly taken off in China, and there is increasing demand for more robust security, which is currently based primarily on ID cards and passwords. Biometric authentication technology is gaining wider acceptance as an ideal solution to this issue because biometrics are difficult to forge and the technology is easy to use, convenient, and safe.

The Chinese government has recommended the use of ratings of trustworthiness for electronic transactions. The CECA is authorized by the government to evaluate companies, and runs a system for assigning ratings to companies that carry out electronic transactions.

At the CECA, when collecting information on companies or reporting the results of evaluations, system administrators and corporate audit specialists previously gained system access by inputting an ID and password. Since they handle confidential corporate information, however, the CECA wanted a more rigorous system for ensuring security. This led them to the PalmSecure PC login kit with palm vein authentication, which offers a high degree of authentication accuracy, dispenses with the password and ID input, and is easy to operate, requiring users to simply pass their hand over the mouse. This setup denies system access to anyone who is not previously registered, greatly improving security.

At the end of March, CECA began installing the PC login kits to register the palm vein patterns of their PC users and implement user authentication through the authentication device. In the future, the organization will migrate these palm vein patterns to an authentication server, which will allow for more robust security and fine-grained information management by time of day and user privileges.

About the CECA

1. Organization name: China Electronic Commerce Association (CECA)

2. Established: June 21, 2000

3. Director: Ms. Song Ling

5. Description: Evaluate the trustworthiness of electronic transactions; Conduct research relating to electronic transactions; Make recommendations to government agencies regarding relevant laws and regulations; Promote international exchange on electronic transaction matters; Host international and national technology-exchange seminars, etc.

Advantages of Palm Vein Biometric Authentication Devices

  1. Palm vein data is internal to the body and therefore difficult to forge
Because the pattern of palm veins is internal to the body, it is difficult to forge. Compared to veins in the fingers or the back of the hand, the pattern of veins in the palm is both complex and stable, resulting in a very high level of authentication accuracy, with a false rejection rate of 0.01% and a false acceptance rate of 0.00008% (1), making for a system that is both trustworthy and secure.
  2. Virtually 100% enrollment rate
Fingerprints can be difficult to register or authenticate for people with skin abrasions or even dry skin. By contrast, palm vein scanning is almost completely unaffected by such external or physically superficial factors. Furthermore, unlike fingertips, palm vein authentication has been demonstrated to be relatively unaffected by ambient temperatures. Fujitsu has collected a global data sample of 150,000 palm vein patterns from 75,000 people and has confirmed the system's authentication accuracy and applicability. Within that data sample, all test users were effectively enrolled, demonstrating the system's high degree of applicability.
  3. Contactless biometric authentication technology does not engender psychological resistance
Authentication is performed by passing one's hand above the scanner, an action that is natural, easy, and hygienic. Because there is no hardware being touched by multiple people, it does not engender psychological resistance.

  • [1] False rejection rate of 0.01% and a false acceptance rate of 0.00008%

False rejection occurs when the registered user is rejected by the system. False acceptance occurs when a person different from the registered user is accepted by the system. For PalmSecure, the registered user is correctly identified 99.99% of the time, and a person different from the registered user is identified as the registered user in less than one case out of 1.25 million.
