Chiba Institute of Technology, Fujitsu Limited, and Dai Nippon Printing Co., Ltd. today announced that the Chiba Institute of Technology will deploy the world's first student I.D. system that combines contactless palm vein authentication technology from Fujitsu and multi-functional smart cards manufactured by Dai Nippon Printing (DNP), to verify the identity of students and enable them to securely access their academic transcripts and other personal records through information kiosk terminals installed at various set locations on campus. This system will be operating from July 1, 2005.
Since April 1 of this year, smart cards have been distributed to students of Chiba Institute of Technology as student I.D. cards. Along with faculty I.D. smart cards that will be distributed, thorough distribution coverage to all students and faculty is to be completed by the end of this summer. By incorporating the card owner's palm vein pattern data into the smart card, in addition to verification through information such as student I.D. number and the department to which the student belongs, further secure access to personal records will be offered.
From July 1, Chiba Institute of Technology students will be able to view personal data such as academic transcripts from information kiosk terminals known as Kyoumu Interactive Support System (KISS) installed at various locations on campus, by inserting their student I.D. cards in the terminals and placing their palms over the reader.
This system developed by Fujitsu uses its contactless palm vein authentication technology, and the FeliCa compatible dual interface Java Card manufactured and issued by DNP.
Initiatives taken by Chiba Institute of Technology
In light of the Personal Data Protection Law which went into full effect on April 1, 2005 in Japan and the gravity of personal information leakage, Chiba Institute of Technology has worked to strengthen its information security for the entire school. By providing quick and secure access to personal data, the Institute has enhanced its level of service to its students.
As part of these initiatives, the Institute decided to deploy contactless palm vein authentication technology from Fujitsu with multi-functional smart cards from DNP.
Within its current academic year (April 2005 - March 2006), the Institute plans to offer services to students to access personal data through the KISS information kiosk terminals, and offer log-ins to personal computers by utilizing the multi-functional smart cards, in addition to issuing of documents such as academic transcripts through an automated device for issuing documents.
From its next academic year (April 2006 - March 2007), the Institute intends to expand offering of this system to include services for its faculty. The Institute is also considering application of multi-functional smart cards to manage room access to study halls, for class attendance, and for the lending of books and other reference materials.
System Development
The smart card system using the contactless palm vein authentication technology was developed using the SafetyMAM system from Fujitsu which manages the smart card lifecycle from issuance to termination, and the SafetyDomain application software also from Fujitsu which enables secure log-ins to PCs and administrative applications using smart cards.
DNP manufactures the FeliCa compatible dual interface Java smart cards that will be used for the first time ever as student and faculty I.D. cards, and will issue the cards as necessary either instantly or in bulk.

Contactless Palm Vein Authentication Technology
Proprietary security technology developed by Fujitsu for the first time in the world in which an individual's palm vein pattern is read without direct contact with the reader, and that pattern is compared with a stored pattern from the individual to authenticate the individual's identity. The lack of direct contact promotes hygiene, making it ideal for applications serving the public. In addition to being user-friendly by just requiring just a simple placement of the hand over the reader, the technology features exceptional precision, thereby making it highly resistant to counterfeiting.
SafetyMAM
A smart card lifecycle management system developed by Fujitsu, covering the full cycle from card issuance to its termination. It provides operational management of generated data and issued smart cards, and can link to other systems to store data that is no longer valid.
SafetyDomain
Application software developed by Fujitsu that enables secure log-ins to PCs or administrative applications using smart cards. It verifies the user's identity and offers customers a variety of options thereby enabling them to create a security system that is tailored to their requirements.
FeliCa/Java Dual Interface Smart Card
DNP's cutting-edge smart card. It combines the functions of Java Card and FeliCa card on one chip, with cross-access functions that enable use of Java smart card applications through a contactless interface.
