The [Agree] button on the end-user license agreement does not become available and I cannot download ScanSnap Home.

When an earlier version of Microsoft® Edge or Google Chrome™ is in use, the [Agree] button might not become available even after you have scrolled down the license agreement to the end.

In that case, update the browser to the latest version, or user another browser (such as Internet Explorer®).
