OMB 300
The Fujitsu Five-Step Process
- Step 1—Provide formal training classes in February/March where we distill more than 3,000 pages of OMB guidance into specific, need-to-know information for writing Exhibit 300s.
- Step 2—Provide an early assessment of your Exhibit 300 to ensure that it is properly positioned as an IT or Non-IT investment; many have wasted 25 percent of their time unnecessarily (or not planned for an additional 25 percent of time needed) by not knowing their proper positioning.
- Step 3—Score your Exhibit 300 and provide specific directions on how to correct deficiencies found in your 300.
- Step 4—Provide one-on-one coaching where needed.
- Step 5—Re-score the revised Exhibit 300 and continue process until a passing score is attained. (Remember that our scores exactly matched OMB scores 95 percent of the time).
Guaranteeing Higher A-11, OMB Exhibit 300 Scores
Tired of working on Exhibit 300s only to have them rejected? Worried about receiving the funding that you know your program deserves? Wondering who will write this year’s 300s since last year’s writers are gone?
Fujitsu Consulting has implemented an Exhibit 300 submission preparation process that has resulted in major agencies receiving greater than 96 percent acceptance rate on their first OMB review. Don’t get rejected—Don’t just be OMB-compliant—Actually improve your OMB score and pass the first time.
Fujitsu provides third-party scoring that shows you where your 300s are deficient. Last year, for one agency, we scored more than 1,000 individual items and our scores exactly matched the OMB score more than 95 percent of the time. We know what OMB wants in your 300, and our scoring and specific guidance for improvement will provide the knowledge you need to improve your Exhibit 300 before it's submitted. Many 300s have improved 60 to 80 percent after re-writing according to our guidance.
The Fujitsu proven solution is:
- A training tool and methodology that distills the 3,000 pages of OMB guidance into need-to-know guidance easily navigated by hot links
- Guidance to support the tools that are used to generate the standard OMB Exhibit 300 for effective navigation and completion
- Structured coaching around individual life cycle phases, to reflect the different reporting expectations that OMB has for each. Initial Concept information expectations are vastly different from that for Steady State investments
- Practical and pragmatic interpretation of the Exhibit 300 instructions to address complex investments, such as Mixed Life cycle, Consolidations, Close outs, Infrastructure, Steady State operational analysis
- A front end investment life cycle positioning assessment process for IT and non IT investment to eliminate the 25 percent-plus wasted effort and time of scarce resources
- A best practice business case writing sequence for the creation of a cohesive submission, rather than 10 separate sections
