Fujitsu Takes on Major Role in Modernizing Quebec’s Health Network

DMR Conseil, a division of Fujitsu Consulting, to Implement HIAL project for Montreal Health and Social Services Agency


Quebec City, QC, October 12, 2007 — The Montreal Health and Social Services Agency (Agence de la santé et des services sociaux de Montréal) has engaged DMR Conseil, a division of Fujitsu Consulting, to conduct the Health Information Access Layer (HIAL) project. This project involves implementing the technology infrastructure needed to give 95,000 targeted users in the health and social services network fully secure access to the Quebec Health Record (Dossier de santé du Québec - DSQ).

“We’re extremely proud we can play a part in transforming Quebec’s health care system,” pointed out Mr. Yves Pelletier, DMR’s Senior Vice-President, Business Development. “The HIAL will be one of the key foundations of the Quebec Health Record, which itself is a major project in the extensive plan to automate the health care network undertaken by Quebec’s Ministry of Health and social Services.”

Information sharing among health care professionals is becoming increasingly critical, so the HIAL will give them rapid, effective access to information in the Health Record based on access privileges to be assigned them. As a gateway to the Quebec Health Record, the HIAL will ensure that exchanges with existing systems are integrated, interoperable and standardized, in a controlled environment, so information on patient health remains secure and confidential. A strong authentication system, also known as public key infrastructure (PKI), will be implemented to identify and authenticate users accessing the QHR.

DMR will be part of this major undertaking, from definition of the solution through to its ongoing development. At peak times, 50 to 75 people from DMR and its partners—Microsoft, Notarius and Hewlett-Packard (Canada)—will be involved in the work, scheduled to last until 2010.
