Fujitsu Helps PGCIL Build its Network


New Delhi, January 11, 2002 — Prime Minister of India, Mr. Atal Behari Vajpayee, dedicated the Communication Network for Northern Region-Unified Load Dispatch and Communication Scheme NR-ULDC) on January 11, 2002. Fujitsu Limited was a member of the consortium namely JV of Furukawa who were awarded a contract by Powergrid Corporation of India (PGCIL) for Optical Fiber portion for providing the Optical Fiber based Communication System for the NR-ULDC with USD 18 M (Off-shore) and USD 3.4 M (on-shore) approx. NR-ULDC is the first in the series of ULDC schemes being implemented by POWERGRID in the country. The World Bank commended the progress of implementation of the scheme and expresses satisfaction in the execution of the scheme within the time schedule.

Scheme Highlight

The scheme comprised of modernization of Load Dispatch with dedicated Communication facilities at Central and State Level power utilities of the entire Northern Region in a unified Manner. This will establish 3 level hierarchical Supervisory Control and Data Acquisition alongwith Energy management System. The scheme involves establishment of 33 control centers, 369 Remote Terminal Units, 2100 Km Optical Fiber Cable and 3000 Km Microwave Communication Network for real time data monitoring and control of major Generating stations and sub-stations. The NR-ULDC scheme has been established in close association with State Electricity Utilities namely DVB, HPSEB, HVPN, PDD, PSEB, RRVPN, UPPCL, UPCL and other constituents like BBMB, NHPC & NTPC with nodal control centers.

Background

India is divided into five Regional Grids namely, Northern, Southern, North-Eastern, Eastern & Western for Power System planning, operation and control. With the rapid growth coupled with vast geographic spread of Indian Power System, operation and management of integrated Power System forming Regional and National Grids has become a complex and challenging task requiring co-ordination amongst various Central and State sector generation and Transmission utilities. This necessitated the need to modernize the existing Load Dispatch and Communication facilities to deliver the quality power economically, reliably and securely for the benefit of common man. POWERGRID, in 1992, was entrusted by the Govt. of India the gigantic task of implementation of Load Dispatch and Communication scheme in the country.
