In 1952, Nippon Telegraph and Telephone Public Corporation (predecessor to today's NTT) was established as a national agency responsible for Japan's telecommunications business. NTT announced a five-year telegraph and telephone improvement plan designed to upgrade Japan's telecommunications network and help rebuild the post-war economy. That same year, Fujitsu revived its relationship with Siemens AG of Germany, Fujitsu's pre-war technology partner, and sent over a team of engineers with the intent to research and develop new fields of technology in which Japan had fallen behind relative to other countries. The vacuum tube V-type carrier equipment was one of the successes born out of this effort. This small and high-performance equipment, which was developed in accordance with NTT's policy, led to Fujitsu's advance into large-scale terminals as well as repeater sites. Further, it contributed to Japan's postwar reconstruction. With this experience, Fujitsu established a model for developing devices and new technologies, and applied them as future growth engines.
