Fujitsu Network Communications Earns ISA (Importer Self Assessment) Certification from U.S. Customs


Richardson, TX, March 16, 2006 — Fujitsu Network Communications Inc., a leading supplier of IT and wireline/wireless networking solutions, announced today that it has received Importer Self Assessment (ISA) certification from the U.S. Customs and Border Protection (CBP) agency. The certification was awarded for demonstrating effective internal controls over its CBP transactions and showing a commitment of resources to assume responsibility for monitoring its own compliance. Fujitsu is one of only 103 companies in the U.S. to receive the prestigious ISA certification.

Fujitsu recently received Customs-Trade Partnership Against Terrorism (C-TPAT) certification, which requires dedication to reviewing and strengthening security measures throughout a company’s international supply chain. Although similar to C-TPAT certification, ISA certification focuses on trade compliance and allows the CBP to waive regulations in order to facilitate trade without diminishing enforcement efforts. The CBP plans to enroll the most compliant importers into the ISA certification program to reduce the amount of CBP and ISA importer resources needed at the border, and after goods are released.

"The CBP validation team conducted a thorough assessment of our import control processes and reviewed random samples of import entries," said Mr. Yozaburo Tajima, executive vice president at Fujitsu Network Communications. "Their final report indicated that we have gone well beyond minimum requirements to meet the precise ISA guidelines. This certification further complements the Tier 3 C-TPAT certification we received a few months ago, and underscores our dedication to stringent processes and security measures."

ISA certification is intended to offer supplemental benefits to importers while also promoting compliance by importers. Companies that attain certification are removed from the CBP’s comprehensive audit pool, though participants may be subject to an onsite review. As part of the validation process, Fujitsu had to be a member of C-TPAT, complete an ISA Memorandum of Understanding (MOU) and questionnaire, agree to comply with all applicable CBP laws and regulations, maintain an internal control system that demonstrates the accuracy of CBP transactions such as periodic testing, and maintain an audit trail from financial records to CBP declarations, among other requirements.
