News facts:
  • Finland’s eighth largest city outsources key areas of its ICT to Fujitsu, contract valued at EUR 24 million
  • First province in Finland to implement the new reform model that will democratize access to social and healthcare services across the country
  • Lahti City benefits from reduced costs and improved citizen services
Lahti, January 03, 2019 – Fujitsu today announces that Lahti, the eighth largest city in Finland, has outsourced key areas of its information and communication technologies (ICT) to Fujitsu, involving the transfer of 90 Provincia employees. The initial agreement is valued at EUR 24 million and focuses on reducing costs and improving services for citizens. It also means that Päijät-Häme is among the first of the 18 Finnish provinces to be fully aligned with the proposed nationwide social and healthcare services reform in Finland.
Fujitsu is taking over the provision of ICT support for social and healthcare services from government agency Provincia Oy1, which is owned by a consortium of stakeholders, the largest of which is the Lahti municipality. Starting February 2019, Fujitsu will manage 15,000 workstations, 11,500 mobile devices and 500 servers. The agreement also covers network services, service desk and on-site IT support services, product lifecycle management and cloud services.
This transfer of services support tasks to Fujitsu is expected to provide important operational benefits for the consortium in terms of cost efficiency, as well as ensuring adoption of best-practices and the delivery of high-quality services to citizens.
With this step, Lahti is also preparing for the nationwide social, healthcare and regional service structure reforms that are being planned by Finland’s central government. Although the Finnish Parliament still has to approve the amendments to the relevant legislation and therefore the implementation date has yet to be set, the reforms aim to democratize the quality of and access to services for all Finnish citizens. By partnering with Fujitsu, Lahti has created a model for the Päijät-Häme province, setting a benchmark for the service levels that all 18 Finnish provinces will be required to reach when reforms are enacted.
Ulla Kukkonen, Managing Director of Provincia Oy, says: “Intense collaboration with local government stakeholders has enabled us to create an innovative new model for ICT support. We are responding to the needs of our customers and citizens, and this means Päijät-Häme will become the first province in Finland to be fully aligned with future service reforms. We selected Fujitsu as our partner because of its proven strength in operating large-scale healthcare IT systems. In the past, these systems were traditionally run by the cities themselves but looking ahead, they have to be future proof. Thanks to partnering with Fujitsu and being able to tap into its great expertise in the public sector, we are able to implement a new system that is already compliant with future expectations for uniform access and service delivery across Finland.”
Simo Leisti, Managing Director, Fujitsu Finland, comments: “The city of Lahti is in the vanguard of ICT reforms in Finland. We have co-created a new delivery model that exemplifies the reforms that will be required in Finland by future legislation. In addition, this transformation has enabled us to reduce operating costs and we are giving the city of Lahti area access to the skills and resources of a global organization, ensuring that we can continuously provide cutting edge services to Päijät-Häme Province citizens. We are proud that by working in close collaboration with the city of Lahti, we are the first to create and implement a social and healthcare ICT support solution that is already aligned with the future model for the Finnish health service.”
Notes to editors
1Provincia Oy is owned by nine stakeholders in the area of Päijät-Häme. Six are municipalities (Asikkala, Hollola, Kärkölä, Lahti, Orimattila and Padasjoki). One stakeholder is the healthcare provider Päijät-Hämeen Hyvinvointikuntayhtymä, one is the education provider Koulutuskeskus Salpaus and one is the association of stakeholding municipalities, Päijät-Hämeen Liitto.
